ADVANTAGES OF RECRUITMENT PROCESS OUTSOURCING (RPO) IN EMBASSY SECTOR.
According to the Recruitment Process Outsourcing Association(RPOA), Recruitment Process Outsourcing (RPO) is transfer all or part of recruitment and selection process to an external service provider (Bhakhar, S. and et.al. 2020). Outsource companies assist as an addition part of a company’s human resources department. Outsource company handle all or specific parts of the recruiting process (Armstrong,M.2014).
In
some foreign embassies which operating in Sri Lanka get support for the
recruitment process from outsource companies. As an example, the embassy where
I work were link with IVS Lanka company for recruit visa submission officers,
Bio metric officers, receptionists and data entry officers. The all recruitment
and selection process has done by IVS Lanka company. The two companies have
signed an agreement for an appointed time period. The embassy had selected the
outsource company by considering the size of RPO firm, service structure,
company background, cost and commitments.
When
talking about the benefits of this process, able to reducing the total
recruitment cost is very important (The Planet Group, 2019).The cost can be
various following to the companies.
When
there were delays in hiring skilled and innovative persons needed to drive goals,
decreased ability to issue visas on time became a serious issue for embassy. Therefore,
in this scenario, the recruitment process for the embassy could be done more
quickly and efficiently through outsource companies.
As an outsource company have detailed and extensive database of talent pool IVS company can easily provides suitable pool of candidates according to the embassy requires. When company inexperienced with employee culture outsourcing recruitment is beneficial (says, S, 2018). Embassy’s consulate section was recently opened and helped to recruit many of employees at once in an inexperienced environment.
Companies
can get strong recruitment service from RPO. Also outsourcing companies give
attention from beginning to end of recruitment process to select best
candidates. The IVS Lanka company provides local candidates to the many
diplomatic missions, hence company's best return is success of candidates.

Therefore, it is imperative that companies develop smart, forward-thinking solutions to filling vacancies. This approach offers a wide range of benefits to the client including the ability to recruit multiple roles, at different levels and across different locations. Another advantage of Recruitment Process Outsourcing is to integrate the RPO provider into an existing HR or talent acquisition function to offer additional resource at times of high demand. DeleteWell with the dynamically evolving global regulatory measures and impacts to organizations by its internal and external environments, certainly exerts a high pressure on any organization’s HRM. Subsequently organizations tend to seek salvation methods to reduce workload associated to HR and measures to reduce the high costs around the division. One such is RPO. There are clear advantages as per RPOA such as; reduced recruiting costs, scalable recruiting capacity, a consistent and Predictable Recruit-to-Hire Process, increased candidate quality, increased hiring manager satisfaction and enhanced employment brand (Reilly, A 2012). Question arises, does this affect the organizational culture? Research done around the Swedish banks shows that it considerable impinge on effective orientation and performance orientation while motivation remains intact by RPO ( Masinovic, D 2010).

According to Armstrong (2014) the advantage of RPO is that it can save time, bring outside expertise to bear on recruitment problems and free up HR for more value-adding activities. However the disadvantage is the perception by some HR people and line managers that the provider is too remote to deal with the real issues and that there is a danger of losing control.

DeleteHi Thanuja, Reducing recruiting costs is one of the main reasons why organizations choose a recruitment process outsourcing solution and it is one of the biggest benefits of recruitment process outsourcing and further many companies spend a lot of money on head hunters and job boards, or waste a lot of money through high turnover rates (RPOA, 2019). As with other companies, long hiring processes or outdated (or lacking) technology are a waste of time and a recruitment process outsourcing provider can reduce recruitment costs by streamlining your recruitment process and showing you how to find good candidates better and with less time and money (RPOA, 2019).

DeleteHi Thanuja, Human Resources Outsourcing Association (HROA) defines RPO as a type of business process outsourcing, in which the company management transfers the responsibility for the recruitment process to the service provider. In the past, RPO was mainly viewed as a service that helped companies to fill low-level positions quickly and cheaply without taking the time of the HR personnel (Gale, 2016). The RPO market is rapidly changing and companies are now looking for a strategic partner to team up with in order to bring new capability to the HR-function instead of the main motivation being in cost savings (Cappello, 2011).RPO offers the entire gamut of tasks performed under recruitment function (Ume-Amen, 2010) from finding the candidate to hiring a new employee, which includes sourcing; screening; testing; interviewing; background checks and drug testing; hiring; coordinating the offer letter; on-boarding; maintaining applicant tracking logs, requisition, and candidate files; reporting; and training etc. to its client.

DeleteWhile agreeing with the comments above, note worthy to state that when a company transfers all or part of its permanent recruitment to an external provider, the quality of output might affect the organizational image that maintained over a period since the outsourced employees have less integrity towards the organization(Kabst, et al., 2012).

It can be argued that, one of the key advantages of e-recruitment is also one of it's main drawbacks - the ability to reach a wide audience, way larger than what the traditional requirement methods have the capability to achieve. According to Ramaabaanu and Saranya (2014) online recruitment sites have the advantage of being able to reach a very large and up to date database of prospective candidates but at the same time, the wider reach could mean that there would be a subset of applicants who have overstated their qualifications & sneaked in irrelevant keywords to their resumes, to fool the system into picking them.
